Do I Need a Build Over Drain Survey for an Extension?

If you’re planning a home extension and there are drains anywhere near the proposed build area, there’s a good chance you may need a build over drain survey.

At Clearflow Surveys, we regularly work with homeowners, architects, builders and construction companies across Cheshire, Staffordshire, Manchester and the wider North West who are either:

  • planning an extension,

  • applying for a build over agreement,

  • or have already uncovered drainage issues mid-project.

One of the biggest misconceptions we see is that because drains are underground, they’re “out of sight, out of mind”. Unfortunately, that isn’t the case. Building over drainage infrastructure without understanding what’s below ground can lead to serious long-term problems including:

  • structural movement,

  • subsidence,

  • blocked drainage,

  • collapsed pipework,

  • expensive delays,

  • and rejected build over applications.

In this guide, we’ll explain when you need a build over drain survey, what’s involved and why getting one early can save significant time and money later in your project.

What Is a Build Over Drain Survey?

A build over drain survey is a specialist drainage inspection carried out before construction begins where a proposed extension is near or over existing drainage infrastructure. The survey identifies:

  • where drains and sewers are located,

  • whether they are public or private,

  • their condition,

  • their depth and direction,

  • and whether the proposed build could affect them.

At Clearflow Surveys, we use top-of-the-line iTouch CCTV camera systems to produce WRc-approved drainage survey reports with:

  • full condition assessments,

  • MSCC5 defect coding,

  • HD footage and imagery,

  • annotated drainage maps,

  • invert levels,

  • required measurements,

  • and recommendations where required.

Unlike a standard CCTV drain survey, a build over survey requires significantly more technical detail because the information is often used by:

  • architects,

  • structural engineers,

  • builders,

  • and water authorities such as United Utilities and Severn Trent.

When Do You Need a Build Over Drain Survey?

In most cases, you’ll need a build over drain survey if you are:

  • building an extension,

  • constructing near a sewer,

  • building over a shared drain,

  • or carrying out work within approximately 3 metres of public drainage infrastructure.

This is especially important if:

  • neighbouring properties connect into the same drainage line,

  • the sewer leaves your property boundary,

  • or the drainage is adopted by the local water authority.

Many homeowners don’t realise a sewer may run beneath their garden until work begins. Unfortunately, builders often uncover drainage during excavation rather than investigating it beforehand. This is one of the most common causes of avoidable project delays we see. The best projects are usually the ones where architects involve us early so drainage can be factored into the design before construction starts.

When Might You NOT Need One?

You may not require a build over drain survey if:

  • there are no shared drains near the extension,

  • no public sewer is affected,

  • and the proposed works are clear of drainage infrastructure.

However, we still generally recommend inspecting the private drainage system before major building works begin. Why?

Because ageing drainage infrastructure is becoming increasingly common across rural parts of Cheshire and Staffordshire and hidden defects can become much larger — and more expensive — problems once construction is underway.

Build Over Survey vs CCTV Drain Survey vs Build Over Agreement

These terms are often confused, but they are very different.

CCTV Drain Survey

A standard CCTV drain survey assesses the condition of the drainage system using camera equipment.

It’s commonly used for:

  • house purchases,

  • blockages,

  • recurring drainage issues,

  • and general condition reporting.

Build Over Drain Survey

A build over survey is more detailed and construction-focused.

It typically includes:

  • CCTV inspection,

  • drainage mapping,

  • invert levels,

  • measurements to buildings and proposed extensions,

  • and information required for build over applications.

Build Over Agreement

A build over agreement is official permission from the water authority allowing you to build over or near a public sewer.

Water authorities such as United Utilities or Severn Trent may require supporting drainage information before approval is granted.

Why Early Drain Surveys Matter

One of the biggest mistakes homeowners make is waiting too long. We regularly get involved after:

  • foundations are already excavated,

  • concrete slabs have been poured,

  • or drainage issues have unexpectedly stalled the build.

At that stage, costs rise quickly. A pre-construction survey provides evidence of the drainage condition before work starts. Without this, any defects later discovered may be assumed to have been caused during construction. That can leave homeowners responsible for repairs they didn’t cause.

A proper survey early in the planning process protects:

  • homeowners,

  • builders,

  • and developers.

Real Example: Extension Project in Stoke-on-Trent

We recently carried out a build over drain survey in Stoke-on-Trent for a homeowner planning a rear extension. The architect contacted us early to assist with the drainage design before construction began. During the inspection, we identified:

  • significant silt build-up in a difficult-to-access section of pipe,

  • multiple displaced joints,

  • and defects in the section leaving the property boundary before joining the shared sewer.

Because the issues were identified early:

  • remedial works could be completed before construction,

  • further deterioration was prevented,

  • and the drainage design could be adapted to improve future maintenance access.

Had construction started without investigation, the project could easily have stalled midway through excavation.

Real Example: Post-Build Sewer Issue in Knutsford

On another project in Knutsford, Cheshire, we completed both a pre-build and post-build drain survey for an extension project.

The pre-build survey identified minor existing defects which gave the client a clear baseline before works started. After the extension slab was poured, we returned to complete the post-build inspection. Although no deterioration to the public sewer had occurred, we discovered a large piece of rubble had entered the shared sewer line during construction, partially restricting flow and creating a future blockage risk.

The water authority required the obstruction to be removed before sign-off. We worked alongside the builder to retrieve the debris, re-survey the system, and provide evidence that the sewer was clear — allowing the project to proceed to approval.

Common Problems Found During Build Over Surveys

Drainage systems in the UK are ageing, and we regularly encounter issues including:

  • root ingress,

  • displaced joints,

  • cracks and fractures,

  • collapsed pipework,

  • illegal foul water connections,

  • non-compliant septic systems,

  • extensions already built over sewers without approval,

  • and drainage defects contributing to ground movement or subsidence.

Many of these problems remain hidden until construction starts. That’s why early investigation is so important.

What Causes Build Over Applications to Be Delayed?

The biggest issue we see is poor-quality surveys. Some reports submitted to water authorities are missing critical information such as:

  • invert levels,

  • accurate measurements,

  • drainage asset locations,

  • or proper defect coding.

This often results in:

  • rejected submissions,

  • requests for further investigation,

  • and unnecessary delays to construction.

Because Clearflow Surveys specialises purely in drainage surveying, rather than general drainage contracting, our focus is on producing high-standard, technically accurate reports every time.

How Much Does a Build Over Drain Survey Cost?

Build over drain surveys with Clearflow Surveys typically start from £250 + VAT. Pricing depends on:

  • property size,

  • complexity of the drainage network,

  • accessibility,

  • and the size of the proposed build.

We can usually arrange site visits within a week, often sooner, with reports typically delivered within 1–2 days of inspection. We also offer urgent and short-notice surveys where projects are time-sensitive.

Recently, a construction company contacted us in the morning requiring an urgent survey. We attended site that afternoon and delivered the completed report later the same evening to avoid delaying the build programme.

What Happens If Repairs Are Needed?

If defects are identified, we can help coordinate the next steps. Alongside surveying, we can assist with:

Where excavation works are required, we can also work with trusted contractors to provide a complete end-to-end solution.
